Sphnc renovate prep

In order to enable renovate to monitor & update packages for pgadmin we need to define them as dependencies outside of the pgadmin Dockerfile. Furthermore to avoid breaking anything due to automatic package updates we added healthchecks to the containers. Healthchecks were also tested on RHEL 8.7 with podman & podman-compose and work as expected. Set up is similar to what we did for Einstein.
