Add permissions to /tmp folder in nginx container

We add the same permissions to the /tmp folder as we did for Einstein. In this Dockerfile we do already have more folders, it seems to be related to the Grafana container somehow. @maximilian.pickl Do you recall why we added those folders as well? (40347db4)
