Define Valuesets and values from Dataset as classes and individuals

Values that are not coming from external terminologies must be defined as owl:individual in the SPHN RDF schema.

The corresponding valuesets are defined as SPHN classes, subclasses of sphn:ValueSet with the list of appropriate individuals.
