Add release year to Ontology source files as a convention

e.g. LOINC has just a version (2.72) in their original file name. For having the Copyright correct we need to know the release year of the original file. Proposal is to add the year in the file name of the source.

e.g. Loinc_2.72_2022_LoincTableCore.zip
